This dissertation is mainly designed to discuss the background,causes,general situation,prevention and treatment measures of cholera,and experience and lessons learnt from it in Changchun in 1946,so as to bring enlightenment and provoking thoughts to our current medical care and society.Changchun is a city with long history.Since the establishment of the hall in 1800,the city's administrative divisions has changed in different times.Kuomintang drew new plans for Changchun during its governance,lasting for two years and four months,starting from May 1946 when they entered the city.The spread of cholera is closely related to the natural environment of the society,the development of transportation,population movement,and sanitary conditions.Cholera was introduced into China during the world pandemic period,and its outbreak brought disaster to society and human beings.Therefore,prevention and treatment measures against cholera are particularly important.Cholera broke out in Changchun from July to August 1946 due to the importation of foreign cholera,with many patients and extremely high mortality.At that time,Changchun City was during the war,the KMT government adopted a series of measures,such as setting up an interim epidemic prevention team to conduct overall command;meeting the demand for vaccines by seeking foreign aid and stepping up the system;dividing the work of epidemic prevention Cleanup and disinfection activities were carried out in an orderly manner.Meanwhile,the sale of raw and cold melons on the market was banned and the health problems of small vendors were even supervised;and the masses were quarantined through various channels.This series of prevention and control measures,coupled with the conditions of heavy rain,made Changchun finally overcome this cholera.However,there were also shortcomings in the epidemic prevention.First,due to the destruction of the war,insufficient epidemic prevention preparations made it impossible to provide timely treatment after the epidemic occurred;Second,the administrative department took measures in a timely manner(and was)inefficiently;Third,inadequate social supervision and illegal doctors accumulating money were regarded as the norm;Fourth,epidemic prevention publicity,insufficient efforts made by the government and low awareness of the epidemic among the masses have resulted in ineffective interaction between them,adding epidemic prevention difficulties.At present,our country is in a period of great economic development,and the health care system is also constantly improving.We must learn from the experience,improve the functional system of the party and related state institutions,gain progress in both epidemic treatment and prevention and publicize epidemic prevention and health knowledge to the masses.The propaganda of epidemic prevention and health knowledge can not only reduce the occurrence of epidemics,but also facilitate effective prevention and control of epidemics and minimize losses.When the general awareness of public health and epidemic prevention has arisen,the government and the masses can form a positive interaction in the governance process.
