Research On Northwest Salt Administration (1937-1949)

The Northwestern Salt Government did not set up a special administrative agency before the Republic of China.Until 1914,the Huading Municipal Transportation Bureau was established in Lanzhou to take full control of the anti-smuggling campaign.In 1917,the Salt Audit Office added the Huading Taxation Bureau to specialize in tax collection and auditing matters.In April 1927,the Gansu Military and Political Authorities merged the two Bureaus of Transportation,Taxation and Taxation to set up the Huading Salt Transportation Agency to manage the Northwestern Salt Administration.In January 1929,Gansu,Ningxia,and Qinghai were divided into three provinces,each of which had separate transportation bureaus.In view of the necessity of unification of the salt administration,the Ministry of Finance formally established the Northwest Salt Taxation Administration in Lanzhou in 1935.In 1937,he was instructed to change his name to the Northwest Salt Administration,and was responsible for administrative and anti-smuggling activities.He became the highest competent salt administration in Gansu,Ningxia,Qinghai,and Suiyuan,and took charge of the production,transportation,storage,and sales of salt in the Northwest.The Northwest Salt Administration Bureau has a director to help it,under the general affairs,accounting,production and sales,tax police four sections;Ningxia Branch Bureau,and Sanlong,Zhongtiao,Liangzhou,Qinghai four public offices,and the establishment of tax police districts in each province Department,promulgated the "General Principles of Salt Industry Management" to form a strict organization management system.Since the total war of resistance,along with the continuous advancement of the frontline,the salt fields along the coast have successively fallen.The Sichuan salt that Shaanxi Province depends on cannot be transported.The source of salt in Henan Province is cut off.The salt in the two provinces depends on the transportation of the northwest region.Northwest is one of the main salt-producing areas in my country.It has rich salt reserves,easy fishing,and low salt cost.It is one of the important lifelines for the rear salt supply during the war.However,under the conditions of remote areas and inconvenient transportation,the saltworks area under the jurisdiction of the Northwest Salt Administration is far away and the fields are scattered,and the northwestern salt transportation routes stretch for thousands of miles.Thetransportation routes are different,and there are many smuggling roads at the time.The wind of smuggling in the pool is getting hotter day by day,and the management is harder than that.The management of Northwestern Salt Affairs follows various trading regulations and rules for salt storage,salt transportation,salt release,etc.,and production,storage,transportation,and sales are closely linked.The establishment of the Northwest Salt Administration Bureau is an epoch-making reform in the Northwestern Salt Administration.It actively undertakes the important mission entrusted by the times,increasing the stockpile,supporting the surrounding areas,stabilizing the people's livelihood,and attaching equal importance to both society and finance.
