Law Study On The Government Behavior In The Protection Of Historical And Cultural Villages In Xiangshan County

With the prosperity of economic development in the recent 40 years of reform and opening-up,the acceleration of urban-rural integration and the promotion of new rural construction,China's historical and cultural villages have been greatly impacted.At the same time,people gradually realize that to protect historical and cultural villages is to protect the history around them,inherit the fine spirit,and protect the integrity of cultural life.Such a heritage of thousands of years of traditional culture,for the national spirit of the importance of heritage.Therefore,how to strengthen the protection management and development and utilization of historical and cultural villages has become an important subject for government research.In recent years,the governments at various levels by reference to domestic and foreign effective practices and the advanced experience,based on local actual,put forward some good measures and methods of work,and in the process,accumulated the rich experience of related protection work,and gradually formed a complete set of historical and cultural protection system and the system of village,for the future to explore out a sustainable path to "protect".This article is based on the feasibility of protecting historical and cultural villages,in carefully combing the domestic and foreign scholars for the historical and cultural village government behavior,on the basis of related research,on the basis of the theory of public management,the xiangshan protection present situation,historical and cultural village of government behavior were analyzed,and points out that the xiangshan existed in the historical and cultural village protection consciousness is not strong,poor infrastructure,and other issues.At the same time,by referring to the protection experience at home and abroad and drawing lessons from failures,and taking the protection of historical and cultural villages in huangbu village of xiangshan county as an example,this paper explores the measures to construct the protection and management mechanism of historical and cultural villages from the perspective of public management.Then it puts forward countermeasures and Suggestions to optimize the government behaviors in the protection of historical and cultural villages,such as perfecting the government operation mechanism,strengthening the control of funds,strengthening the provision of public services and strengthening the protection and supervision,so as to provide reference for further effective protection and rational utilization of Chinese historical and cultural villages.
