On The Functions Of Local Government In The Protection Of Historical And Cultural Villages

Historical and cultural villages have a profound historical connotation and cultural background.It is a necessary requirement for cultural heritage to protect the historical and cultural villages.In the development of accelerating the pace of new rural construction,many traditional villages have been destroyed.In particular,cultural resources with historical,artistic,cultural and scientific values are constantly being destroyed or even disappearing.The government,that grasps the public power,can provide political resources for the protection of historical and cultural villages which are also considered as special public resources.These villages have plural values.They will involve complicated and diverse issues of stakeholders in the process of protection.Therefore,it is indispensable to play the role of government functions in the protection of historical and cultural villages.With the continuous attention paid by the government to the protection and development of the traditional architecture,cultural environment and natural ecology of historical and cultural villages,the protection measures are also gradually being improved.Based on the analysis of the connotation and characteristics of the historical and cultural villages,this thesis studies on the case of Jiangjunye Village,Hangbu Town,Q municipality.With the support of the new public service theory,this paper studies how local government plays their role to protect historical and cultural villages,as well as how to improve their functions in the absence of the correct handling of the relationship between the new rural construction and the protection of historical and cultural villages,the weak awareness of the protection of the heritage,and the inadequate management and other issues.By providing advice on the protection and healthy development for Jiangjunye Village,it aims to provide experience in the protection and development of other historical and cultural villages.It is hoped that these research results can provide a thought for local governments to protect historical and cultural villages rationally and effectively,to develop resources for historical and cultural villages and to promote local economic development.This thesis is divided into four chapters.The first chapter is the introduction.It mainly discusses the topic of argumentation,research ideas,research methods and the core analytical framework based on relevant theories.The second chapter mainly elaborates the current protecting situation of Jiangjunye Village,which is focused on the experience,effectiveness and deficiencies of local government in this process.The third chapter mainly analyzes the basic reasons for the relatively imperfect government-related functions in the protection of Jiangjunye Village.These reasons are both historical,realistic,and also administrative and non-administrative.It is precisely because of the existence of these reasons that local government has full responsibility for the protection of the historical villages.The fourth chapter takes the protection of Jiangjunye Village as an empirical sample to refer to the relevant countermeasures to optimize the protection functions of the government in historical villages.The individual case proposals also have a certain degree of universal significance.
