In our country's English teaching,public English education is one of the basic courses.Public English teaching is highly valued by the society and colleges.There is a large demand for public English teachers,and the requirements are also high.However,up to now,the human resource management of university teachers in China is only in the stage of administrative affairs management,because it is restricted by traditional management concepts and methods,it is difficult to meet the needs of the current society to optimize and promote the management of university public English teachers.In view of this,this paper takes the public English teaching staff of four universities in Fujian Province as the research object,hoping to put forward effective management countermeasures for English teaching staff.This paper first expounds the research background and theoretical basis of the construction of public English teachers,and provides a framework for later research.Secondly,through the form of questionnaire survey,through the collection of data and analysis,the public English teachers and the teacher structure of Xiamen University,Fuzhou University,Fujian Normal University and Fujian Medical University in Fujian Province were analyzed in detail,and the current achievements were summarized.Results.Then,based on the analysis of the above-mentioned status quo,the paper analyzes the problems of the total number of public English teachers in the four universities in Fujian Province,the status quo of the construction of teachers,the title of teachers and the level of education,academic structure and academic echelon.Look for the main causes of these problems.The main reasons for the problems in the construction of public English teachers in these four universities are the lack of stability of the teaching staff,the gender imbalance of young teachers,imperfect incentive mechanism,insufficient incentives and lack of efficiency and result-oriented performance management.In order to provide more advanced management experience for the construction of English teachers in Fujian Province,this paper also actively learned the experience of building English teachers in colleges and universities in Jiangsu Province and Shanghai.Finally,combined with the actual situation of the development of publicEnglish teachers in four universities in Fujian Province,based on the experience of other regions,this paper finally develops reasonable management plans,establishes a sound teacher incentive mechanism,establishes a results-oriented performance management system,and breaks institutional restrictions.In the aspects of sharing public English teachers in colleges and universities,the countermeasures for the construction of public English teachers in four universities in Fujian Province were proposed.Based on the analysis of the current situation,problems and causes of the construction of public English teachers in four universities in Fujian Province,this paper puts forward relevant suggestions,hoping to provide experience for the construction of public English teachers in the same universities.
