The higher education bears the important missions of talent cultivation, scientific innovation, and catering for the social and economic construction, and among which, the teacher resources becomes the most valuable part making the decisive factors in improving the working efficiency. The crucial issue of higher education development is to set up a teaching staff abundant in number, reasonable in construction, excellent in quality, and innovative in spirit. English teaching is compulsory belonging to basic course in China, and the universities as well as the whole society have imposed great importance to English teaching with high and a great number of demand. The status quo of English teaching faculty is serious with the short of number, unreasonable structure of members, low efficiency, and inconsistency between shortage of teaching faculty and waste of teaching personnel. However, he human resource management (HRM) in China remained in the administrative affairs-based management phase, restricted by the traditional management ideas and ways, which is no longer compatible for the needs of current teaching faculty management of higher education. This thesis aims to further analyze the problems of English teaching faculty's status quo from the perspectives of faculty construction structure, research ability, teaching ideology and etc. Based on the theories of modern management, human resources, resource allocation, and the policies, laws, and regulations of higher education in China, the author has visited four representative universities in Shaanxi province, and thoroughly reviewed the exhibiting phenomena of English teaching faculty, and proposed some effective ways of modern management of English teaching resource by clearly defining the government responsibility, increasing the investment, making a scientific planning, implementing the efficiency-objectives-results-based performance management in full scale, and taking the measures of sharing the high quality teachers and strengthening the information structure to optimize the human resources and promote the sustainable development of the English teachers.
