Research On The Cultural Poverty Alleviation Of Nujiang Lisu Autonomous Prefecture

Poverty is a global problem faced by human beings.Eradicating poverty is human's common aspiration.Since 1978,China has made remarkable achievements in poverty alleviation and development.It can be predicted that the goal of building a well-off society in an all-round way by 2020 will also be achieved as scheduled.However,it is inevitable that relative poverty still exists after eliminating absolute poverty,and poverty governance still faces new difficulties and challenges in the seesaw battle of poverty alleviation and poverty-returning.In this seesaw battle,cultural poverty alleviation which focuses on endogenous power is an necessary choice for poverty governance in the future.In China,cultural poverty alleviation is mainly undertaken by the government's public cultural services.In a sense,the process of public cultural services is also the process of cultural poverty alleviation.But there are many problems with public cultural services,which are not compatible with the needs of the poor people's cultural poverty alleviation.Based on this,the paper first summarizes the development process of cultural poverty alleviation from extensive to precise.Secondly,points out the special values of cultural poverty alleviation.Finally,uses the new public service theory and multi center governance theory as analysis tools to analyze the current situation,effectiveness and problems of cultural poverty alleviation in Nujiang Lisu Autonomous Prefecture.We found out many factors lead to the low efficiency of cultural poverty alleviation.Such as,the concept of emphasizing economy and neglecting culture,the rigid organization and management mechanism,the black box decision of single subject by government,the administrative control of poverty alleviation resources.At present,cultural poverty alleviation is highly valued by the government.In order to meet the requirements of cultural poverty alleviation,the government should constantly transform and optimize the public cultural service functions.Therefore,this thesis puts forward many cultural poverty alleviation recommendations and strategies.Such as,strengthening cultural poverty alleviation legislation in the top-level design,strengthening the guarantee of cultural talents and project funds,focusing on the participation of the poor groups,establishing the mechanisms of demand,evaluation,feedback and interest coordination,building cultural poverty alleviation information platform,promoting the construction of public digital culture.
