Weng Wenhao is the first doctor of geology in the history of China.He has a good reputation in the academic circles at home and abroad.In addition,he has been the head of the Resources Committee and the Ministry of Economy of Nanjing National Government for a long time.In fact,he is the decision maker of China's industrial and mining construction.Therefore,the dual identities of scholars and official make his thoughts of industrial and mining construction not only have special theoretical research value,but also provide reference for the realistic reform and development.Starting from the historical environment of modern China,this paper sorts out Weng Wenhao's thoughts on state-owned industry and mining before and after the outbreak of the comprehensive War of Resistance against Japan by combing relevant literature and taking time as the clue.Sun Yat-sen's idea of controlling private capital and developing country capital is the direct source of Weng Wenhao 's thought of state-owned industry and mining.As a geologist,Weng Wenhao realized the importance of developing mineral industry for China's economic construction very early,and strongly advocated the development of mineral resources,which is one of the unique feature of his industrial and mining thought.Since taking charge of the Resources Committee,his ideas on the construction of state-owned industry and mining have also continued to develop and improve.From the perspective of industrial location selection,before the war he advocated that Hunan,Hubei and Jiangxi should be regarded as the industrial centers during the war based on the prediction of the war situation and the conditions for industrial development.While with the flames of war rapidly approaching these areas,he turned his attention to the rear areas of Sichuan,Guizhou and Guangxi.After the war,he planned to focus on developing Northeast China,South China,and Taiwan,and form three core areas of heavy industry.It can be said that Weng Wenhao's thought of industrial location not only reflects his overall design,but also shows the passiveness and multistage of his thought.Under the leadership of Weng Wenhao,the state-owned industrial and mining enterprises in the rear made brilliant achievements during the war,which further strengthened Weng Wenhao's belief in state-owned economic construction.After the war,the acceptance of enemy and puppet assets led to the rapid expansion of state-owned enterprises.At the same time,Weng Wenhao abandoned the organization mode of state-owned factories and mines during the war and insisted on the organization form of modern company to manage state-owned industrial and mining enterprises after the war.This not only conforms to the trend of world enterprise development at that time,but also reflects Weng Wenhao's strategic thinking on enterprise management and the pattern of world industrial development after World War ?.It is undeniable that China's industrial and mining industry has made great progress under the guidance of Weng Wenhao's state-owned industrial and mining thought.However,it should be noted that the state-run ideology is a passive choice in the special context of the threat of war.In the long run,state-owned enterprises will suffer from various disadvantages such as inefficiency and lack of innovation.Excessive expansion of state-owned enterprises will also squeeze the development space of the private economy,thereby stifling the momentum and vitality of long-term economic growth.How to balance the development of the state-owned economy and the private economy is also a major issue facing contemporary China.The author believes that only by organically integrating individualism into holism can we lay a solid foundation for the long-term healthy development of the economy.
