The Study On State-owned Assets Management System Reform Of Chinese Cultural Industry

During the Third Plenary Session of the18th Central Committee of theCommunist Party of China, several policies had been made. It put forward that todeep the restructuring of cultural system, we must focus on the construction ofsocialist core value system and accelerate the improvement of the culturalmanagement system. This policy indicates significant commitment to theimplementation of the cultural system of our government. Since the reform andopening-up policies has been put into practice, the State Council and the Ministry ofFinance has promulgated the Opinions on the cultural system and Notice on theestablishment of a central cultural enterprises Assets Supervision and AdministrationLeading Group Office. China’s cultural assets management system has entered acrucial point, when we must dig and attention some issues hidden behind our culturalsystem. At the same time, reforming and perfecting state-owned cultural assetsmanagement system is one of the core issue of cultural system reform in our country,which is related to the quality of the supply of public cultural services and the layoutof the cultural industry adjustment. Therefore, how to grasp the cultural industry ofthe particularity of the oversight system for state-owned assets, and on this basis toexplore an effective mode of cultural industry of the state-owned assets supervision,has become the urgent task to deepen the reform of cultural system and promote thedevelopment of cultural industry currently.In this paper, on the basis of summarizing the culture industry at home andabroad related research, define the basic concepts such as cultural undertakings andcultural industries, expound the theoretical basis of relative industries, comparativelyanalysis of the practice of our country state-owned cultural assets managementsystem reform pilot process, mining the problems existing in the current cultural assets management system in our country. For example, it is difficult for ourgovernment to divide administrative privileges from our cultural enterprise and thestate-owned cultural assets invested institutions is still unclear so far. Meanwhile,referencing the United Kingdom, the United States, France, Japan and South Korea’scultural industry assets management mode, from the view of the mechanism design ofinnovation management system of the cultural industry put forward the thinking andcountermeasures of state-owned cultural assets management. The core of the reformis, within the framework of law in the management of state-owned assets, combiningwith the particularity of cultural asset management, to separate government functionsfrom enterprise management for state-owned cultural assets. We must completelyseparate cultural business assets from public cultural assets and make sure thatcultural business assets are under SAC’s supervision. Finally through analysising thetypical business cases for movies, libraries publishing and performing arts groups,concluded that cultivating film state-owned enterprises in the true sense ofindependent legal subject, to set up the big book publishing group, continue topromote the enterprises process of performing arts groups, etc., is China’s culturalindustry next focus of the reform of state-owned assets management system.
