Research On Problems And Countermeasures In Policy Implementation Of Cultural And Creative Industry In Shanghai

In recent years,the cultural creative industry increasingly becomes a novel economic growth point and consumer focus.The scale of cultural creative industry in Shanghai is progressively expanding,with increasingly prominent benefits and steadily improving development quality.As a traditional industrial zone,Baoshandistrict has done many works to reflect the characteristics of growing integration of the cultural creative industry Shanghai and Baoshan district have respectivelyintroduced a series of policies for promoting and supporting the cultural creative industry development,and set up funds on the purpose of providing policy and financial supports via governmental guidance.On the overall point of view,cultural creative industry development policies of Baoshan district,along with the counterpart funding,have accelerated and facilitated the cultural creative industry development;as public policies,the execution of cultural creative industry development policy of Baoshan district and the funding can directly affect the policy effects.On these grounds,this paper focuses on studying the execution of cultural creative industry development policies of Baoshan district.The paper is divided into seven parts.The first chapter mainly introduces the background of the topic,domestic and overseas research situations,study methods,ideas,deficiencies and innovations of the paper.In the second chapter,related concepts are mainly clarified,and the theoretical basis,the cultural creative industry and the concept of industrial policy as well as the new public management theory are introduced.The third chapter is primarily composed of the cultural creative industry development policies of Shanghai and the execution thereof,including the development of cultural creative industry,the policy evolution and its execution.The fourth chapter focuses on analyzing the contents of cultural creative industry development policies of Baoshan district and the execution mode as well as a few typical cases.In the fifth chapter,problems in executing cultural creative industry development policies of Baoshan district and causes of which are analyzed.A number of domestic and overseas cases are studied in the sixth chapter to abstract experience.And countermeasures and suggestions for improving the execution of cultural creative industry development policies of Baoshan district are put forward in the seventh chapter.By this paper,according to Smith policy implementation process model purposes and modes of current cultural creative industry development policies of Baoshan district,It is found that there are deficiencies in policy design in the process of policy implementation?unclear authority and responsibility of the executing agency?The target group has insufficient understanding of the policy?The policy environment needs to be improved,According to the causes of the existing problems,suggestions are drawn to improve the policy system,improve the executing agency's policy implementation ability,increase the target group's participation,and improve the policy environment...
