are many folk activities with local characteristics in rural areas.The adaptability and affinity between folk activities and local people are formed in the long-term development process.Under the guidance of modern advanced culture,the spiritual and cultural connotation of local folk cultural activities is very convenient and important to meet the spiritual needs of local people.Local government departments have also obviously noticed the natural and very important internal connection between people's spiritual needs and local folk activities,and are committed to combining the two so that the former can meet the latter.Then restricted by the administrative ability,inherent political system and different market environment of local government departments,there are still many problems in the governance mode of local folk culture.Taking Huaiyang county of Henan Province as an example,this paper analyzes the problems existing in the folk culture governance mode of Huaiyang county and township governments by using the relevant content of governance theory and tries to give optimization suggestions.The explanatory powerof governance theory lies in the background of its emergence,which comes from the premise that both Neo liberalism and nationalism have been proved to fail in practice.For the failure of nationalism,it is gradually recognized that the increasingly heavy national financial pressure of western welfare countries can not support "lazy people",and the reason for the failure is that the state's excessive involvement in the market has hurt the vitality of the market;while the failure of Neo liberalism is in the correction of nationalism,the over credulity of the market and the ability of the state to monitor and adjust the market.The cultural governance mode of the other government,from the perspective of the cultural governance of the local county and township governments,gives relevant suggestions.For the county government,it is mainly to do a good job in the rules and administrative supervision system of cultural governance power distribution,to ensure the participation of various parties in cultural governance
