| There is no doubt that our country is an agricultural country.The No.1central document 2021 put forward: "The broadest and deepest foundation of building a modern socialist country and realizing the great rejuvenation of the Chinese nation.We should persist in taking some measuress to solve the" three rural issues " problems--agriculture,rural areas and farmers as the top priority of the party’s work.We must take the overall promotion of Rural Revitalization as a major task to realize the great rejuvenation of the Chinese nation."Rural governance,is the "nerve endings" of China’s national governance.What’s more,it is the "forward position" of the building a moderately prosperous society in all respects.Whether it is now or in the future,it will always be the foundation of social governance in China.Folk culture,rooted in and derived from the rural society,is attached to the traditional life style,habits,emotions and beliefs of the local people.It has the function of regulating order,educating the people and stabilizing the society.It can condense people’s spirit,cultivate people’s sentiment and improve people’s quality.It is a space for people’s spiritual and cultural life.Under the background that the government advocates "autonomous rule,government by law and rule by virtue" in rural district,bringing the moral function of excellent folk culture into rural governance.It will cover the shortage of "autonomy and rule of law" in the current rural areas,and build a rural governance system of "three governance in one".The report shows that "the cultural revitalization drives development,and decisive victory leads to revitalization" in the 19 th National Congress of the Party,which shows the key role of culture in Rural Revitalization.Numerous academic experts also believe that the role of cultural governance is becoming more and more important in national governance,especially in rural governance.They believe that whether the modernization of governance ability can be achieved or not depends on whether the cultural governance system can be built with high efficiency and high quality.Therefore,the promotion of rural governance needs the participation of excellent folk culture and the full exploitation and utilization of local excellent folk culture resources.We take Hejiang as an example and use various ways to analyse it,such as the review of literature,the investigating by questionnaire and the analysis by issue.We want to promote Hejiang county’s rural governance by analysis of the current situation and dilemma of its folk culture.With a view to providing proper resources and useful lessons for building a new rural governance system with excellent local folk culture this paper explores the combination of traditional folk culture and rural social governance,and explores the solutions to the difficulties faced by folk culture in promoting rural governance.This article is divided into seven chapters.The first chapter is an introduction--the research background,significance,content,methods and related research status at home and abroad overview for this subject.The second part expounds the relevant term definition and theoretical basis.This article mainly defines the "excellent folk culture" and "rural governance".And it discusses the administrative theory,the rural governance theory and the cultural governance theory.The third chapter introduces the excellent folk culture of rural governance in the role of the politics,economy and culture.The fourth chapter briefly introduces the folk culture and the general situation of the rural governance.The fifth chapter analyzes several mountain local case to discuss the Hejiang-folk culture to promote the present situation of the rural governance.The sixth chapter is the present situation of rural governance,the trouble and the suggestions.The seventh chapter is the conclusion. |
