A Tentative Research On The Public Welfare Power Of The Civil Taiwan Art Education And The Inspiration To Mainland China

The current trend of international Social forms are transforming inevitably from’ Giant government " to " Major society "." Non-Profit Organizations" are erecting as the "third sector " which is opposite to the business department and the government, and are playing an increasingly important role,the public welfare power which, coordinates the relationship between people and the country, maintains the harmonious development of the society, plays a certain role in the tradition of the weak and poor,safeguards people’s rights and other areas.When it comes to art education, especially the basic stage of the civil aesthetic accomplishment,public welfare organizations also play an indispensable role where official school education is difficult to accomplish,in this aspect, Taiwan has confirmed an effective operation.In this study, using the literature research method, case analysis, depth interview methods, introduces the foundation and the development of the art education civil welfare organizations in Taiwan, has carried on the discussion responsible for the Taiwan art education public welfare organization system. The research involves the formation and development of Taiwan art education of Non-Profit Organizations, their art education activities and public relations, and introduces in detail a folk organization in practice teaching assistance activities--"Art in the countryside", depicting profound theories in simple language, from point to plane, outlines the role which Taiwan public power plays in the field of art education.In our country,the12th five-years’-plan also made it clear that we should liberate the massive power, to encourage the development of civil society organizations, promoting public welfare to a new level. We do not only need to rely on our own practices and experiment, but also to learn from other regions, learning from Taiwan have twice the result with half the effort.The conclusion of this study is that in the field of art education in Taiwan the public welfare organizations have played an important and effective role, its more mature form is worth us to learn about, this study also urged China to open up conditionally more space to the Taiwanese Non-Profit Organization.
