How The Chinese Non-governmental Organizations Going Out

In order to deal with the problems of public product supply,caused by government failure and market failure,non-governmental organizations as a new form of organization is widely paid attention by the world.Non-governmental organizations aim to achieve social and economic functions of government and market under the condition of the absence of sustainable development.With the development of non-governmental organizations,their international development has become an important issue.According to China's Ministry of civil affairs,social organization and management center,non-governmental organizations divided into social organizations,private non-enterprise units and foundation.The main research object is the classification of Chinese non-governmental organizations focus on the international affairs.Choosing international affairs funds as an object,study on their geographical distribution,organization credibility,net assets and policy environment,the result showed that some have cough sight of the way to "going out".The main predicament reflects on the cash-strapped overseas project;the weak multinational management ability low rates of international using;Unidentified status of a juridical person for international activities and the cultural conflict emerged in the process of project implementation.The planning system should follow the overall principle,the principle of comparative advantage,the principle of harmony.The planning ideas can be summed up as follows:improving the legal system as the basis,promoting the separation of politics and society as a means,improving the institutional mechanisms as the platform,cultivating organizational ability as the core.Based on this,the foreign experience of non-governmental organizations "going out" development is relevant,put forward some corresponding improvement recommendations of domestic non-governmental organizations”going out" strategy planning,including the formulation of international standards and non-governmental organization financial management system,introducing enterprise management concept,produce a long-term talent strategy for transnational business,rebuilding the legal system of registration and setting overseas branches,implementing the government buy public services from social organization,promoting the trace between domestic non-governmental organizations and international ones by communication and cooperation,strengthening the promotion of organizations' mission and value both domestic and overseas.
