The Study Of Spatial Distribution And The Influencing Factors On The Supply Of Basic Public Service

In recent years,basic public services has become the focus of academic discussion and the topic that people are talking about.The government,as well as civilians,attaches great importance to public education,employment services,health care and social security which are closely related to the general public.With the rapid development of economy and society,people,s demand for basic public services continues to increase.And they put forward higher requirements about the basic public services that the government offers.Therefore,the study on the supply of basic public services is of great significance.In this paper,I firstly select 6 primary indexes and 19 two-class indexes to construct the index system and measure the supply level of the basic public services in various areas with the entropy weight method.On the basis of this,I research the spatial distribution characteristics about our country's basic public service supply from the two perspective of spatial correlation and regional convergence.That means,I need to verify if basic public services has the character of integration and regional convergence from the quantitative perspective.Finally,I build fixed effects model and GMM model to research the factors influencing the supply level of basic public service with the provincial panel data from 2003 to 2014.The results show that:(1)The overall basic public service supply level is different in various regions in China.And the structure of the basic public service supply varies from province to province.(2)The basic public service supply has spatial agglomeration effect in China.The compulsory education services,public infrastructure,ecological environment protection and public cultural services also have spatial agglomeration effect,and the basic social security and basic medical service does not exist space agglomeration effect.(3)The basic public services in China has a convergence and absolute ? convergence.The basic public service supply in eastern,middle and western areas have club convergence effect,but the convergence rate of the three regions is not the same.The convergence rate is the highest in the west,the second in the east,and the lowest in the middle area.(4)The per capita GDP,government expenditure,urbanization level and the eastern virtual variables are significantly increasing the basic public service supply in China.Population density has inhibitory effect on basic public service supply,and has the characteristics of inverted U shape.Basic public service supply also has a certain time lag.
