With the continuous improvement of urbanization rate and rapid economic development,unbalanced development between urban and rural areas,regional development and income distribution gap have become increasingly prominent.In this context,promoting equal access to basic public services will help ensure and improve people’s lives,promote social equity and justice,promote common prosperity,stimulate domestic consumption,build a new development pattern and promote economic growth,and is of great significance to human development and social progress in an all-round way.At present,China is carrying out comprehensive national land spatial planning.The national land spatial planning requires strengthening the allocation of basic public service facilities,promoting the equalization of basic public services through resource integration,and promoting the joint construction and sharing of public facilities to meet the diversified needs of the people.The study of county basic public services in Hebei Province can provide new ideas for the development path of county basic public services under the territorial spatial planning system of the "14th Five-Year Plan" period.Based on the connotation of basic public service,this paper takes 134 districts,counties(cities)in Hebei Province as the research unit,and constructs the evaluation index system of basic public service level from six aspects: basic education,medical and health care,social security and employment,infrastructure,ecological environment and information service.The entropy Topsis method was used to comprehensively measure the basic public service level of counties in Hebei Province during 2015-2020,and the regional differences and spatial patterns were discussed through spatial autocorrelation analysis.Using standard deviation,coefficient of variation and Theil index,this paper quantitatively analyzes the evolution process of the equalization level of basic public services in Hebei Province.Finally,the global spatial econometric model and local spatio-temporal geographical weighted regression model are used to analyze the factors influencing the basic public service level.The main conclusions are as follows:(1)The level of basic public services in counties of Hebei Province shows an overall rising trend.(2)There are regional differences and non-equilibrium in the level of county basic public services in Hebei Province.The overall spatial trend is that the northwest of Hebei Province is lower than the southeast of Hebei Province,the high level areas are steadily distributed in the southeast of Hebei Province,and the low level areas are slowly transferred to the central and southern parts of Hebei Province.The spatial pattern shows a peripheral structure with Beijing and Tianjin as the center.(3)The spatio-temporal variation of the level of each individual basic public service is inconsistent with the overall trend of basic public service.In terms of time,the level of basic education and social security and employment services fluctuates greatly in the growth process.In terms of space,each single service has a unique spatial trend.(4)The level of county basic public services in Hebei Province has a positive correlation in spatial pattern.(5)The spatial difference of basic public service level at county level in Hebei Province is the result of multiple factors,and the effect of different factors on basic public service level has spatial heterogeneity.Based on the above research conclusions,this paper puts forward relevant optimization paths on how to improve the level of basic public services in counties of Hebei Province and promote the equalization of basic public services among counties.
