,Click Farming" is called as a kind of false trading in law,which refers that,through fictitious transactions flow,falsifying the information about logistics and capital flow and other means,the businessess enhance the false reputation of "retail credit,commodity sales,shop dynamic score" and enhance the ranking of the shop and commodity.At present,"Click Farming" has spawned a chain of interest which covers the "Click Farming" for the credit,the "Click Farming" for the subsidy,"Click Farming"for the loan,falselogistics and other illegal acts.There are multiple characteristics,such as many involved subjects,a wide affecting range,wide covering areas,serious damage,etc."Click Farming" has seriously affected the normal order of the Internet economy and infringed the legitimate rights and interests of wide consumers.Therefore,it is of great practical significance to strengthen the research on the regulation of "Click Farming".In the paper,the governance of malicious "Click Farming" was taken as the topic.It was started from the cooperative regulations among governments,the united regulations between the government and enterprises,the self-regulations in industries and the regulations of multi stakeholders’ participation.The research status of "Malicious Click Farming" at home and abroad,the development of the related theory of regulations as well as the connotation of post-regulation theory,the concept and ways of "Click Farming",participation of "Click Farming",multi harmful subjects,polybasic related fields and regions,and the pluralistic behavior ways,as well as the current situation of multi regulations of "Click Farming" were studied.It was concluded that,the main reasons resulting in the problems exposed in the regulations of "Click Farming" at present were the unsmooth cooperative regulations among governments,the inefficient united regulations between the government and enterprises,the insufficient self-regulations in industries and the lack of regulations of related stakeholders.And,a series of countermeasures and suggestions were put forward from the four modes of the multi regulations,such as perfecting the laws,improving the mechanism,improving the level of cooperative regulations among governments,establishing the mechanism,the deeper participation of enterprises,strengthening united regulation between the government and enterprises,increasing transparency,improving the regulation,improving the deterrence of self regulations,improving the industrial self-regulations,raising awareness,encouraging the participation,establishing the platform,strengthening the united punishment and perfecting regulations of related stakeholders.
