The Innovation Research Of Judicial Appraisal Management System In Gansu Province

With the development of economy and society,the continuous progress of democracy and rule of law,the adjustment of litigation structure and the change of lawsuit idea,justice identification system has already become an important part of our judicial system and plays an increasingly important role in judicial practice.In February 2005,“the Decision of the Standing Committee of the National People’s Congress on the Judicial Appraisal Management” adopted by the Standing Committee of fourteenth’s the Tenth National People’s Congress in its form of laws and regulations clarified that the judicial administrative departments shall carry out judicial reunification unification Management responsibilities.In October 2014,"The comprehensive promotion Decision on a number of major issues of the rule of law by CPC Central Committee" passed through Fourth Plenary Session of the eighteen party,adopted further clearly statement about the new tasks and new requirements of perfecting the management system of uniform judicial expertise administration system.As a staff of judicial identification management at judicial administrative organs,with the understanding of domestic and foreign judicial identification management system,and the analysis of development of national and Gansu province’s judicial expertise,the author pointed out that the top-level design of the judicial appraisal management system in Gansu Province is not perfect,the management order is more chaotic,the level of its own development is not high,and the reasons for these problems.The author puts forward some countermeasures and suggestions of innovation of management system of forensic expertise in Gansu Province on strengthening the construction of forensic appraisal system,improving the ability of judicial appraisal management,standardizing the operation mechanism of forensic identification,upgrading the level of judicial appraisal and strengthening the daily supervision of forensic authentication.So that the function of judicial identification system will give full play to better meet the judiciary and the people of the identification needs.
