Study On The Experience Of Yunnan's Ethnic Legislation

Since the Eighteenth National Congress,Xi Jinping put forward the Important discussion of government by Law.For Chinese multi-ethnic,government by Law means improvement of the national legal system,and firstly improving the national legal system means strengthening the ethnic legislation(EL).National legislation has very important significance in promoting economic,political,cultural and other aspects of construction in ethnic minority areas.The Yunnan EL formed many unique EL during long-term practice and gathered many valuable experience for contemporary China in development of EL.The research analyzed Yunnan EL of Yunnan province National People's Congress and standing committee,summed up the experiences of Yunnan EL and provided model significance in Yunnan EL work and the development of contemporary China EL.Thesis is divided into four chapters:Chapter 1:Mainly illustrates the concepts of EL and EL system,which clarifies the differences of concept between EL and the legislation of Regional National Autonomy,and then puts forward the basic principles of EL.It also has a concrete analysis of the background of EL in minority areas in Yunnan from a macroscopically view,and makes a detailed review on Chinese EL and Yunnan EL.Chapter 2:Introduces the development of EL in China and in Yunnan,respectively,So that readers can grasp their whole processes.Chapter 3:Introduces the legislative situation of Yunnan People's Congress and its Standing Committee under the background of national EL which represents all aspects of EL in Yunnan.Chapter 4:Summarizes the experience of EL in Yunnan.According to the analysis of the content of EL in Yunnan,the experience of Yunnan EL in the aspects of legislative system and legislative content are concluded.The research will supply reference significance for the Yunnan EL and contemporary china EL by summarizing the experience of Yunnan EL,then further promote the improve the legislation system construction and operation of rule of law in China EL,and supply model significance for the country EL under the background of modernization and globalization.
