| The system of regional ethnic autonomy is China’s ethnic policy practiced in the minority regions. The legislation autonomy plays an extremely important role. The legislation of national regional autonomy are formulated by the organs of self-government according to the constitution, legislation law, the law on regional national autonomy and other laws, which is an important legal basis of the national autonomous areas. Problems of legislation in ethnic autonomous areas have been the chief issues of national concern. Since the Regional National Autonomy Law was promulgated, the legislation of regional national autonomy has been developed rapidly. With the advance of our country’s strategy of governing the country according to law, the legislation of national autonomous areas have made great achievements.Autonomous regulations, Specific regulations, and supplementary provisions of adaptations of self-government of the national autonomous areas have been significantly increased in number. The organs of self-government are actively revising ethnic legislation based on highlighting the characteristics of the local politics and ecomony of national autonomous areas,to make it more suitable for the development of market economy. To a certain extent, it protects the lawful rights and interests of ethnic minorities. It also plays an important role in the ethnic unity, economic prosperity and development of ethnic areas.The problem of legislation of regional national autonomy is the key to whether the full exercise of the legislative autonomy.Though it is in the context of the five autonomous regions of introduction of regulations on the exercise of autonomy, most of the ethnic autonomous areas of ethnic legislation still has many problems and shortcomings. This article is based on the field investigation and study of national legislation in Qinglong Manchu Autonomous County of Hebei Province, as well as the reference data on the part of legislation in ethnic autonomous areas to understand the situation, and it comes to the conclusion that the national legislation of Qinglong Manchu Autonomous County in Hebei province basically reflects the current situation of China’s legislation in national autonomous areas. The investigation of the current situation of national legislation in Qinglong Manchu Autonomous County of Hebei Province will contribute to the overall grasp of the present situation of legislation in ethnic autonomous areas in China and discovering that the legislation of regional national autonomy in the autonomous consciousness, legislation system, legislative system and legislative supervision and so on need to be improved. Only by realizing the presence of problems in these legislation in national autonomous areas can we have a comprehensive grasp of legislation in ethnic autonomous areas, and propose some suggestions of improvement to solve these problems.Through the research conclusion includes:The legislative power of autonomous areas should be fully exercised to improve the autonomous consciousness of the cadres and the masses of the national autonomous areas and make them know the legislative power and the significance of the exercise of autonomy, perfect the legislation ranks in the organs of self-government of the national autonomous areas, and strengthen legislative supervision. Gradually improve the legislative system, accelerate the pace of national legislation, mak the organs of self-government of national autonomous areas exercise legislative power, constantly improve the legislation of regional national autonomy, and make it really guarantee and serve in national autonomous areas to exert its legislation value. |
