Research On The Adaptation System In China 's Climate Change Legislation

At present,climate change has become a threat to human society and natural ecosystems global problems,so to deal with climate change has become a major economic and social development challenges.Since the conclusion of the United Nations Framework Convention on Climate Change,the international community has gradually begun to respond to climate change responses.According to the Convention: "mitigation" and "adaptation" are two main ways to deal with climate change.Mitigation of climate change mainly refers to the reduction of greenhouse gas emissions from the source and the increase of greenhouse gas sinks,but due to the long-term accumulation of greenhouse gas emissions,Irreversibility determines the mitigation path has its limitations,so adapt to climate change,improve the ability to adapt to climate change is the inevitable trend of human response to climate change.In recent years,in the legislation of climate change in different countries,compared with the mitigation system,the adaptation system research is lagging behind,so this paper focuses on the adaptation problem and examines the development path of the adaptation system in China's climate change legislation.Based on the adverse effects of climate change on human society and natural ecosystems and the limitations of coping with the adaptation,this paper aims to improve China's response to climate change legislation in the system of adaptation.The first part is the adaptation of the climate change legislation.First,the adaptation system is analyzed,followed by the practical necessity of the adaptation system and the value selection.The second part is the current situation of the adaptation system in China's climate change legislation.First of all,China's existing climate change legislation in the system of the relevant provisions of the system,followed by China's climate change legislation to address the limitations of the provisions of the system.The third part is the reference system of foreign climate change legislation.Throughthe exploration of the EU's adaptation system,the British comprehensive climate change law,the United States to adapt to the provisions of the relevant provisions of the system,so as to improve the system to provide reference value.The fourth part is the improvement of our country's climate change legislation.Improve the legislation of climate change legislation in China,first of all,climate justice as the value orientation,follow the principles of risk prevention,the most vulnerable groups priority principle;Secondly,improve China's climate change legislation in the prevention planning system,which China should continue to modify and improve the"weather The Law of the People's Republic of China,the Law on Flood Control,the Law on Water Law,the Water Pollution Control Law,the Flood Control Law and the Wild Animals Protection Law.Thirdly,in order to improve the ability to adapt to climate change,It is very important to strengthen the infrastructure construction to adapt to climate change,support and guarantee the implementation of the adaptation system.The construction of the supporting system is especially important,including the financial security system,the responsibility guarantee,the publicity and education and the participation system.
