Climate justice is an extension of environmental justice in the field of climate change,advocating that all the social subjects have equal rights to share climate resources and are responsible for climate governance,which reflects the demand of vulnerable groups in the society for justice when dealing with the global climate change crisis.The issue of global climate change has become a grave threat to the survival and development of mankind at present,as well as an obstacle to both the progress of constructing the ecological civilization and the achievement of a beautiful China.To this end,the Chinese government has also introduced relevant policies to carry out efforts to address climate change.Climate justice is a value idea of justice that leads action to address climate change and can provide positive value guidance for the formulation of climate policy.Therefore,this paper attempts to analyze the concern for justice in the development of China's climate policy from the perspective of climate justice,and tries to further strengthen the idea of climate justice in the policy,so as to pay more attention to fairness and justice in the process of coping with climate change.This paper firstly unfolds the relevant analysis of the climate justice theory,and expounds the relationship among the rise and development of climate justice,the rationality of the existence of climate justice,and the correlation between climate justice and climate policy,and at the same time discusses the basic dimensions of climate justice and the specific principles under different dimensions in detail.Secondly,it systematically sort out the evolutionary courses and periodic characteristics of China's climate policy during three periods,namely,from the hidden stage to the starting and developing stage,and then into the deepening stage.Thirdly,from the perspective of climate justice,this paper analyzes the embodiment of the principle of justice in the process of continuous development of China's climate policy from three dimensions,including intergenerational,international and domestic dimension.In the area of intergenerational climate justice,based on the precautionary principle and the sufficiency principle,China's climate policy keeps deepening the level of concern for women and children in addressing climate change;In the context of international climate justice,China's climate policy has always adhered to the "common but differentiated responsibilities" principle and the ability-to-pay principle in order to maintain a just global climate governance system and help developing countries cope with climate change;In terms of domestic climate justice,China's climate policy,taking into account the non-harm principle and the difference principle,is constantly tilting resources to combat climate change in coastal areas with high levels of climate sensitivity in the country and in underdeveloped central and western regions and rural areas to help it improve its ability to cope with climate change.However,under the concept of climate justice,China's climate policy still has some shortcomings in the process of development,which are embodied in three aspects: first,the concept of climate justice needs to be further integrated into the top-level design;second,the principle of climate justice needs to be further implemented in climate policy and its practice;and third,the pertinence of climate policy needs to be further highlighted.In view of these shortcomings,the paper puts forward some suggestions for the optimization of China's climate policy under the respective reference of the bottom-up and legal climate governance model of the United States and Japan: first,strengthen the concept of climate justice to deepen the top-level design of climate policy;Second,enhance departmental supervision and its legal guarantee;Third,highlight the pertinence of climate policy in policy coordination;and last,enhance the public's ethical awareness and ensure their participation in addressing climate change.
