Research On China's "people-oriented" Diplomatic Concept And Practice Since The Sixteenth National Congress Of Communist Party Of China(2002-2012)

Since the Sixteenth National Congress of Communist Party of China,Hu Jintao as the general secretary of the central leadership collective Put forward the great strategic thought of Scientific Outlook on Development.From 2002 to 2012 period is the key period of "people-oriented" diplomatic concept put forward and develop."people-oriented" diplomatic concept has become the new ideas,new features and new signs of China's diplomacy.But the domestic academic circles on China's "people-oriented" diplomatic concept and practice of special research is still very weak.In this paper,the main content is divided into four chapters,combining theory and practice two aspects to conduct the thorough research to the China's "people-oriented" diplomatic concept,so as to enable us to more comprehensively and accurately understand and grasp the connotation and characteristic of the "people-oriented" diplomatic concept.First of all,it analyzes the background of China's "people-oriented" diplomatic concept from two aspects of domestic and international.Secondly,it analyzes the relationship between Scientific Outlook on Development and China's "people-oriented" diplomatic concept,and further explains the connotation of China's "people-oriented" diplomatic concept.Thirdly,combined with the specific areas of people-oriented diplomacy and cases illustrates the practice of "people-oriented" diplomacy.The practice of "people-oriented" diplomacy is the concrete embodiment of the concept of "putting people first and governing for the people" in the diplomatic field,mainly in two areas of consular protection and public diplomacy.Here in large evacuation of Libya which is the largest and most efficient and widely praised by the international community since the founding of new China as a case,analyzes the characteristics and successful experience.Finally,review and summarizes China's successive evacuations and properly handle involving the safety of Chinese citizens overseas events.We can find that the practice of "people-oriented" diplomacy has achieved initial success,but at the same time it also brings some new problems and challenges.China's "people-oriented" diplomatic concept is of great significance to the present and the future of China's diplomacy.Generally speaking,China's "people-oriented" diplomatic concept is not only an extension of the "people oriented" concept advocated by Scientific Outlook on Development,but also the basic principles of guiding China's diplomacy to better serve the people in the new era.The revelation of China's "people-oriented" diplomatic concept and practice(2002-2012)to us can be attributed to three aspects: should adhere to the people-oriented,co-ordinate internal affairs and foreign affairs;focus on the protection of personal rights,but also to take into account the interests of the collective;change the post contingency view of performance,to strengthen the prevention of consular protection.
