In recent years,Chinese government and Chinese enterprises have been cooperating with other countries in infrastructure construction projects around the world,and have formed a new diplomatic form of government-led and business participation-infrastructure diplomacy.This is mainly due to a rise in the global scope of the infrastructure boom,as well as China's "The Belt and Road" strategy of the progressive implementation.Infrastructure diplomacy has also become a new bright spot in China's foreign policy in this context,and the establishment of Asian Infrastructure Investment Bank and Silk Road Fund is an important guarantee for China's infrastructure diplomacy to be implemented.There is a complex dynamic relationship in infrastructure diplomacy,involving the tripartite interaction between the Chinese construction enterprises involved in infrastructure construction and the Chinese government and the owners' governments.How did this interaction work? What role does multinational and nation-state play in it? What is its political and economic power? This is the main problem to be solved in this paper.To this end,the author put forward a hypothesis that this transnational interaction can directly affect China's national governance and global governance practice and participation process,and will become China's national governance and global governance integration path.In other words,cross-border interaction can be China's national governance in infrastructure construction experience into an important means of participation in global governance.The whole thesis is to explore the impact of the tripartite interaction by confirming the hypothesis in the context of international political economy.In the first chapter,this paper first reviews the relevant literatures of transnational corporations and nation-state actors in international political economy(IPE),which has been an important research topic in the field of IPE.However,the traditional IPE theory in the study of China's problems exist in their own flaws,which from the proposed infrastructure diplomacy in its ideas and objectives can be respectively evidence.In the second chapter,the author focuses on the analysis of the importance of infrastructure construction for the nation-state,the history of China's infrastructure diplomacy and the role of Chinese enterprises in infrastructure construction.In order to further explain the differences between the three parties in infrastructure diplomacy,in the second chapter,And means.These three are the two most important factors in the process of promoting the smooth implementation of infrastructure diplomacy-institutions and interests,which are also two key elements of this study.The third chapter will show that the Chinese government in the infrastructure diplomacy,the Chinese enterprises and the owners' governments have a common interest base-infrastructure construction,from their respective positions to form a specific policy preferences.Therefore,it is possible to establish a two-layer game model at both international and domestic levels.The game model shows that the process of interaction between multinational corporations and two nation countries will gradually form a game equilibrium.The reality is that the policy preference The choice will form a stable institutional effect,in which the dynamic adjustment and selection process of the system and interests will become the main political and economic power of the interactive tripartite interaction.The fourth chapter is an extension of the third part,which aims to show that transnational interaction in infrastructure diplomacy is an important means for China to participate in global governance.It combines the traditional Chinese governance concept with the technology of Chinese enterprises' external infrastructure construction.Infrastructure diplomacy is delivered to each object of foreign policy.In this process,China's state governance and global governance through model construction and value remodeling of the way together.For China,its biggest difficulty is to allow other countries to agree with this concept of governance,which is China's infrastructure in the process of facing the greatest challenge.
