The differences between globalizing and localizing forces give rise to contrary conceptions of territoriality; the historic alliance of free market, social welfare and democracy will further collapse. All of these constitute the new context of nation-state, and broaden the research realms of state theory, that is around the topic of state and society as well as governance. Under the new circumstances, to fulfill the traditional functions of the economic flourish and social equity, state should find an approach to regulate market, and to innovate social welfare. Facing the drastic economic competition, state should develop new functions that include opening more market, adjusting economic structure, regulating financial market and multinational company. Sovereignty would be stripped away from the idea of fixed borders and territories, which would pose new possibilities for solving and controlling a mass of cross-border problems. Global governance and local governance should be balanced between the discrepancy and complementarity, and people must give way to the development of multiple governance system.
