The Study On The Obstruction And Resolution Of Urban Community Solid Waste Classification Policy Implementation

With the rapid development of China's economy and the development of urbanization,many problems of Chinese cities have begun to appear.The increase in the number of garbage in the urban environment has become a chronic disease in the process of governance.Although the Chinese government for environmental protection problems expressed a high degree of attention,and for the prevention and treatment of city garbage took a positive attitude to deal with problems in the government,Chinese environmental enforcement is still very passive.At the bottom of the grassroots governance,the community as a basic unit which can be linked to the government,community autonomy,market synergy and residents participation plays an important role in the implementation of environmental policy.Therefore,in order to reduce the public participation in the implementation of environmental policy,it is of certain value to study the classification of urban community garbage.Based on the collaborative governance and community participation theory,combined with the analysis of the community residents interviews,obstruction reveals the city community waste classification policy implementation process,and based on the analysis of reasons,to enhance the effectiveness of city community garbage classification policy implementation is proposed to optimize the path.This thesis consists of five parts.The first part discusses the research background of city community garbage classification policy,the number of city community contradictions and garbage,garbage in the lag of dealing with the situation come out of necessity policy in the implementation of garbage in city community.This paper analyzes the reasons for the difficulties of implementing the policy of garbage classification in China's urban communities through the literature research of different disciplines at home and abroad.The second part is about the city community garbage classification policy creation and incentive mechanism,starting from the background of city community garbage classification policy,revealing the connotation of city community garbage classification policy,and thus discusses the incentive measures.The third part is the specific analysis of the case.As a case study of Songjiang District River Community in Shanghai City,according to the field visits and 12 people in the river community volunteers,2 people in the community garbage pickers and 1 who did not have garbage residents interviews to community residents in river analytical garbage classification policy implementation highlights and lack of process.The fourth part to undertake the above,according to the specific circumstances of the case,from the community residents in the garbage in the process of policy implementation,selective implementation of symbolic cooperation and having a beginning but no end three reality,reveal the intrinsic reason of city community garbage classification policy surface,and stagnation of localization.The fifth part is about how to strengthen the effectiveness of the implementation of the urban community garbage classification policy.Effective practices referenced by the reference of domestic and foreign outstanding community case and the river community,from strengthening propaganda and education,improve the policy of garbage management policy execution,improve the garbage classification policy incentive mechanism and the construction of multi subject garbage classification in four aspects as the city community garbage classification policy implementation problems the optimal path.
