The Determinants Of Community Solid Waste Recycling Policy Implementation

In practice,various communities developed a wide range of behavioral models for the implementation of a policy and the very different effects of a policy implemented in different communities in the same street.Taking the implementation of the solid waste recycling policy implementation as an example,trying to answer what the determinants result in the different effect of the policy implementation of different communities in the same stree,and at the same time,how these determinants have effect on the policy implementation effect of each community,that is,the mechanism of the determinants.Based on the implementation effect of community solid waste recycling policy as the dependent variable,combined with practical experience and relevant research,this paper constructs a theoretical framework of the determinants of community solid waste recycling policy implementation.Specifically,in addition to building social capital this kind of determinant,this article uses the perspective of actors,building the executive body(community party and neighborhood committee and other organizational actors),community policy implementation stakeholders(community property,owners committee,community social organizations,residents groups),community policy implementation target groups(community residents,resident backbones and volunteers)such determinants that affect the policy implementation of community into the theoretical framework,exploring their specific impact on community solid waste recycling policy implementation.In the aspect of empirical research,this paper takes the implementation of community solid waste recycling policy as an example.Through the comparative analysis of cases,this paper empirically examines the implementation of the solid waste recycling policy of three communities in Jiubao Street,Jianggan District,Hangzhou,analyzing behavioral logic of actors and community social capital,and through comparative analysis,we can draw the conclusion that the influence of various factors on the implementation of community solid waste recycling policy and its specific impact mechanism,and thus verify the validity of the model.Finally,on the basis of the conclusion of this study,this paper put forward some relative policy proposals.This paper intends to broaden the horizon of research in theory and may also provide reference for the implementation of China's community policy.
