Research On Public Participation In The Decision Of Not-In-My-Backyard Project

NIMBY facilities refer to the facilities that benefit city people,but because of the possibility of polluting environment and threaten nearby residents' health,life and property so they're horrible.These facilities are parts of the public infrastructure,but also some of the economic production facilities from ordinary stations,shopping centers to waste incineration and nuclear power plants of pollution property,etc.In recent years,on account of the NIMBY conflicts that caused by the opposition of NIMBY facilities' construction frequently occurred in Beijing,Guangzhou and other cities,resulting in some bad effects on society.Although the NIMBY phenomenon is due to the negative externalities of these construction facilities that may threaten surrounding masses,the root is because the public who really effected by NIMBY projects didn't fully participate in the project discussion.The main purpose of this article is to explore how to utilize a detailed design of public participation institution in the NIMBY decision to resolve conflicts and reach a consensus,and partly to ease the NIMBY conflict.By the 14 representative cases of the analysis and comparative analysis,the author combines the theory of information asymmetric,public participation ladder theory and network governance theory to interpret the lack of Chinese public participation in NIMBY project decision in recent years.After the first chapter introduces the research background and significance of public participation in NIMBY project decision,the second chapter is to clarify the concept of NIMBY facilities and public participation,and put forward the relative theory of public participation in NIMBY project decision in order to provide a theoretical basis for the follow-up case analysis,problems and countermeasures analysis.In the third chapter,the author mainly discusses the particularity of the public participation in the NIMBY project decision and probes its necessity and feasibility.The fourth chapter is mainly through the analysis and carding of 14 typical NIMBY cases,found that the core contradiction of NIMBY conflicts lies in the contradiction between the protection of the public interest and the sacrifice of some citizens' interests in the case of the carding process.So in order to solve this contradiction,we must find a balanced point between public interests and personal interests to reach a consensus.However,the particularity of NIMBY leads that it's hard to achieve this effect.Therefore,this article focuses on the aspects of the participants,the information disclosure and the forms of participation to analyze the condition of the public participation in NIMBY decision to alleviate this conflict of interest.The fifth chapter is based on the case analysis of the fourth chapter comes to a conclusion that the problems exist in the public participation of the NIMBY project in our country.The sixth chapter proceeds four aspects with the construction of the main responsibility mechanism,the improvement of information-sharing mechanism,the security of supervision-cooperation mechanism and the improvement of public participation means to put forward the suggestions that optimizes the public participation in NIMBY project decision.
