Research On Public Participation In The Decision-Making Of Public Project

Nowadays,public participation has become a hot topic in the field of multiple.in all public affairs of the government,whether the public participation in decision-making of its scientific nature,effectiveness,and democracy has a direct impact,It plays a key role in the development of social economy and the construction of social harmony,and its participation degree is also one of the important measures of government administration level.As an important part of public decision-making of public project decision-making,not just for the region or country of production and economic development has the decisive significance,also direct group's quality of life closely related to the public.Due to the late start and low degree of public participation,the participation in public project decision-making is not optimistic and needs to be solved urgently.Therefore,based on the literature at home and abroad on the basis of the research status of public participation in public project decision-making achievements,in the public participation in public project decision-making as the research object,combining deliberative democracy theory,stakeholder theory and public participation ladder theory as the theoretical foundation of the study,More important is the basic elements of public participation in public project decision-making,including subject,depth,scope,type and method.Case analysis is used to analyze the cases of public participation in nimby facilities decision-making in China.For the reasons of the absence of principal roles,the lack of effectiveness,the out-of-order of participation,the limited participation mode and the omission of social organization were analyzed.Comparative analysis is used to compare the practical experience of public participation in public project decision-making in the United States,France,Japan and Taiwan,summarize the experience that is suitable for our country.At last,the author puts forward the corresponding countermeasures in the theory and case study,which are the legal system construction,the information disclosure system,the public consciousness ability,the cultural atmosphere and the civil society.In order to improve the public participation status in public project decision-making,to promote the public participation in government decision-making and to improve the effectiveness of government decision-making.
