Research On The Government Regulation Of On-line Solicitation

On-line solicitation,an emerging charity based on the development of the Internet,with high efficiency and convenience,etc.,is becoming one of the hot spots which the current scholars and the government concerned about.However,the concealment of on-line solicitation,coupled with the lack of appropriate supervision result in more and more frauds,which directly impact the social order.Based on the development of on-line solicitation,this paper focuses on the necessity of government regulation in on-line solicitation,strengthens the reasonable regulation and correct guidance of government in on-line solicitation,and promotes the healthy development of charity and public welfare undertakings in China.Through the study of government regulation and on-line solicitation and other issues of research,based on "system-standard-reward and punishment" three-dimensional models,following the idea of finding problems,analyzing problems and solving problems,this paper demonstrates the necessity of government regulation and its implementation requirements according to the regulatory framework of government regulation.This paper consists of seven parts:The first part mainly elaborates the background of the topic,the current situation of the research,the research ideas and the framework and the innovation point,and briefly introduces the core concepts and theoretical foundation of this paper.The second part briefly introduces the emergence and rise of the on-line solicitation in China,the basic forms and development status of on-line solicitation and confirms the development of on-line solicitation.The third part mainly reveals the problems in on-line solicitation through the review of the disorder phenomenon.The following three parts respectively analyze the problems and reasons of the government supervision in the on-line solicitation from the dimensions of system,standard and the rewards and punishments.The fourth part,starts with the dimension of system,emphasizes that the system is the normative basis of the on-line solicitation,and presents the current situation of the supervision system,then analyzes the difficulties of supervision in on-line solicitation.The fifth part introduces the mechanism of government regulation and its application from the standard dimension,points out the role of the standard in the supervision,and deeply analyzes the current situation of the standard regulation in on-line solicitation.The sixth part analyzes the incentive and restraints from the dimension of rewards and punishments,and analyzes the application of the incentive mechanism in on-line solicitation.In the last part,on the basis of the previous analysis,from the aspects of establishment of the system,standards and perfect reward and punishment mechanism,the paper puts forward the suggestions of perfecting the government supervision in on-line solicitation.This paper studies the government regulation of on-line solicitation from the above seven parts,so as to promote the perfection of the government supervision in on-line solicitation,creates a wider space for the development of the on-line solicitation,and promotes the long-term development of the on-line solicitation and charity.
