Research On Normalization Of On-line Solicitation

On-line solicitation is a new solicitation way, which solicits in virtue of network, while China's social security and social welfare system is still imperfect. As on-line solicitation has inimitable advantages over additional solicitation ways, more and more people chose on-line solicitation to seek help in the event of major difficulties. But while more and more people receive assistance through the network, more and more people fraud in the name of on-line solicitation, and the lack of supervision leads to poor transparency of the use of the money too, such anomie phenomenon are becoming more serious. These bring the society crisis of confidence, and public interests are threatened. So In this paper, the author aims at the protection of public interests, takes the Chen Yi "to sold herself to save her mother" as typical case, and explores how to implementing optimum interaction between the social network and on-line solicitation, also explores how to protect the interests of both the public and the solicitors, making the on-line solicitation standardize and rationalize.In this paper, the author takes the Governance Theory and the Third-party Management Theory as theoretical support, analysis the status of the on-line solicitation, points out problems exist in on-line solicitation, such as lack of supervision and legal protection, and the on-line solicitation itself encounters difficulties of both value and operation. In order to find out how the public look upon the on-line solicitation, the author did an investigation on the urgency of the normalization of on-line solicitation. On this basis, the author proposes some standardized measures to normalize the on-line solicitation, including building a nice network environment, designing a system to fill the legal void, providing standardized supervision, establishing a credibility considerations mechanism, building a remaining money management mechanism, and building a privacy protection mechanism.
