Preliminary Study On The Governance Of On-line Solicitation In China

As the Internet technology is fast developing，a new web-based mode of charitywhich is called on-line solicitation is roaring. Public confidence in the organisation hasplunged after Guomeimei event. But on-line solicitation is flourishing. On-linesolicitation is based on the Internet. It attracts more participants, raises people’sattention of charity and makes it easy to take part in. More and more people chooseInternet instead of traditional charity organizations as a way to ask for help when theywere in trouble.They thought this way was cheap and efficient and there were so manywarm-hearted netizens. Despite on-line solicitation effectively compensates for theshortcomings of traditional charitable contributions, its own shortages have drawnpeople’s attention. Governance is the keyword of current society. Introducinggovernance as angle of research to solve the problems of on-line solicitation will havesome practical significance and can promote the development of society charity.In this paper, the first part introduces the background, significance, related researchat home and abroad, research frame, research innovation and research methods. Thesecond part introduces the summary of governance of on-line solicitation, including theconcept of solicitation, on-line solicitation, governance of on-line solicitation. By theintroduction of related concepts we can lay a foundation for further research. The thirdpart describes the status of on-line solicitation and its governance as well as theproblems exiting in its governance. The fourth part deeply analyses the causes ofproblems in on-line solicitation governance, including: the indefinite role of government;the shortage of charity organization themselves and their blurred relationship withgovernment; unestablished mechanism of information disclosure; lack of multivariatesupervision mechanism; multiple subjects operating independently and low efficiencyof managing. The fifth part, combining with the actual situation in China, puts forwardthe cooperation governance mode, and analyzes the difficulty of construction of thiskind of mode, points out a specific path of the construction of cooperation governancemode,which is: define the role of subject subject and behavior standard accurately,establish cooperative mutual consensus and action strategies, effective system arrangement ensures the construction of cooperation governance mode, implementnetwork governance and promote the cooperative mode.As a new thing, on-line solicitation indeed has a variety of weaknesses, but it givespeople hope. Through the research, I expect to establish the governance model ofon-line solicitation. In this mode, government, charity organization, on-line solicitationchannel，supporting organization，enterprise and person corporate so as to promote thedevelopment of on-line solicitation. In this way, on-line solicitation will play a moreimportant role in establishing the harmonious society.
