Research On Legal Regulation Of Tobacco Monpoly System Reform In China

Tobacco industry has long been a state monopoly in China.In the past 30 years,it has made great contribution to china's national economic development system.But,this system,which maintains the economic color of administration and planning,has gradually highlighted some disadvantages as China's comprehensive economic system reform,industrial transformation and upgrading and tobacco control campaign increasing.The tobacco industry is facing difficult problems:throttling back in growth rate,insufficient marketable incentives,weak international competitiveness,healthy rights and so on.How much energy does the sunset industry produce and where it will go?This is a question that all tobacco people are thinking about.Based on the analysis of the causes and advantages and disadvantages of the tobacco monopoly system in China,this paper considers that the current tobacco monopoly system needs gradual reform,establish a beneficial to the healthy development of tobacco industry marketization mode is right road.The complete legal system is the prerequisite for the smooth reform.Tobacco monopoly system reform is not only an industry system reform,it is associated with all aspects of social and economic life,but also an important subject of state-owned enterprises reform and economic system reform in our country.How to balance,national and local economic development and tobacco control,tobacco monopoly and anti-monopoly,domestic and international various interests become the key to reform success or failure.By absorbing other countries' advanced experience in tobacco management,this paper attempt to discusses the thoughts of the reform of the Chinese tobacco monopoly system,combined with the author in the tobacco industry of grass-roots work experience for many years,focusing on economic law field for the tobacco monopoly system reform puts forward suggestions for the legal regulation.
