This dissertation mainly discusses the U.S.government's resettlement policies and approaches regarding Vietnamese Amerasian refugees after the Vietnam War from1975 to 1990.The dissertation also introduces some relevant legislation and programs in coping with the refugee problem.Chapter one mostly explains and introduces the definition of the term“Vietnamese Amerasian”,explains their hardship in Vietnam and analyzes the reasons behind the situation.Furthermore,this chapter reviews the impact of the Vietnam War on the Vietnamese society.Most of the Vietnamese Amerasians were born in Vietnam during the war,their fathers are the soldiers of U.S.army,their mothers are Vietnamese.Usually there is no matrimony bond between the parents,which means the Vietnamese Amerasians are illegitimate children,they don't have legal status.Most Vietnamese Amerasians were left behind in 1975,when the U.S.military retreated from Vietnam.And then,their mothers abandoned them due to many realistic factors.The life of Vietnamese Amerasian is really difficult and miserable.Many of them were homeless and roamed on the street every day,they didn't attend to school,didn't have any income.They were traumatized,discriminated,insulted,ignored and rejected by the whole Vietnamese society.Chapter two primarily focuses on the United States government's policies and regulations in dealing with the Indochina refugees and elaborates that U.S.government and congress passed a specific legal act regarding the Vietnamese Amerasian refugees.In the spirit of humanitarianism,congress passed the Refugee act of 1980.Later,the U.S.congress issued the Amerasian Immigration Act in 1982 and the Amerasian Homecoming Act in 1987.The Amerasian Homecoming Act of 1987 stipulates specific provisions with respect to the procedures of admitting Vietnamese Amerasian applicants.This legislation has significant impact on receiving the Vietnamese Amerasian refugees.Chapter three mostly focuses on the preparing works and the specific implement during the process of United States' resettling Vietnamese Amerasian.Also thischapter analyzes the refugee resettlement program.First,the U.S.government established an Amerasian Transit Center in Vietnam,then they transfered them to the Philippine Refugee Process Center.These two camps both provided English language lesson,culture orientation and occupation orientation.Under the help of Volunteer Agencies,the refugees were sent to 55 cluster sites in 30 states on the American soil.This strategy intended to separate the Vietnamese Amerasian refugees due to the results of the previous Cuban refugee crisis.Chapter four mainly discusses the adjustment situation of the Vietnamese Amerasian refugees when they leaving the refugee cluster sites and the difficulties and challenges of living in the USA.Finally the chapter evaluates the significance of United States government receiving Vietnamese Amerasian refugees.After leaving the refugee camp,Vietnamese Amerasian found it difficult to find a proper job due to low level of English language and education.They had no income and lived in the poor neighbourhood.Because of the huge culture shock,the difference between the anticipation and the reality,many Vietnamese Amerasians suffered from mental disease such as bipolar and depress.The identity recognition was the most puzzled problem,it's really difficult for the Vietnamese Amerasians to choose their identities.But,some Vietnamese Amerasians became successful against all odds,they strived for better life.The United States' resettlement of the Vietnamese Amerasian refugees has meaningful impact on other countries in order to establish a complete and useful refugee receiving system.The dissertation discusses the history of U.S.admitting Vietnamese Amerasian refugees from1975 to 1990 via research on the resettlement program.It also analyzes the importance of receiving refugees due to the regulations and implements may have impact on solving the world's refugee crisis.
