Study On The Operating Mechanism Of Legislative Power Of City With Districts

In order to meet the needs of economic development,promote local rule of law and stimulate local enthusiasm,the Law of the Legislation was amended in 2015,which stipulated that the city with districts can formulate local regulations within a certain scope of authority,thereby granting its legislation right.To grant legislative power for city with districts is a requirement that complies with the needs of economic development and is also the only way to build a government under the rule of law.However,in reality,it faces various problems,For example,the city's legislative capacity is insufficient,legislative team is Incomplete,poor quality of legislation,multiple duplication,unscientific legislation,and low level of public participation.This article starts from the operating mechanism of the legislative power of the city and studies the dynamic operation of the local legislative power of the city,as well as the relationship and coordination of various organizations in the operation.In this paper,the operating mechanism is divided into five major mechanisms.The first part of the introduction describes the background and significance of the research,the distinction and definition of the relevant concepts of the operating mechanism,and research methods.The second part describes the overview of the legislative power,including the concept and characteristics of the legislative power of the city with districts,the scope of the jurisdiction,the principles that should be followed in the operation,and the operating mechanism of the legislative power.Overview.According to different functions,this paper divides the operating mechanism of the legislative power of the city divided into five major mechanisms,as the following:the leading mechanism of the people's congress,the public participation mechanism,the expert participation mechanism,the filing review mechanism,and the evaluation mechanism.The third part describes the problems and causes of the five major operational mechanisms of the people's congressional leadership and public participation mechanism,expert participation mechanism,filing review mechanism,and assessment mechanism.The fourth part proposes some countermeasures and suggestions for the problems existing in these mechanisms,such as strengthening the leading role of the People's Congress in legislative work,safeguarding public participation rights,fully absorbing the opinions of expert consultations,and improving the quality of filing review,to ensure the scientific nature of legislative assessment.Objectivity,The last part is of summary of the entire paper.
