Research On Inner-party Supervision In The New Situation Of Comprehensive Strict Administration Of The Party

Since the 18th National Congress of the CPC,the Party's own construction has received unprecedented attention,the CPC Central Committee has put forward the idea of "Comprehensive Strict Administration of the Party" from the strategic and overall level,and included it in the "Four Comprehensive" strategic layout,which will be upheld and promoted in the form of a national strategy for a long time.The 19th CPC National Congress continues to highly affirm the strategic position of "Comprehensive Strict Administration of the Party" as an important connotation of the "Eight Clear and Fourteen Adherents" of Xi Jinping socialist thought with Chinese characteristics in the new era,which is elaborated in detail using the 1/8 length of the report in the 19th CPC National Congress.In the work of "Comprehensive strict administration of the Party",it is Inner-Party Supervision that plays a fundamental and guaranteed role.In October 2016,the sixth Plenary Session of the 18th CPC Central Committee deliberated and adopted two important inner-party laws and regulations,namely,"Several Guidelines on Political Life of the Party within the New Situation" and"Regulations on Supervision within the Communist Party of China".At the same time,it clarifies the important basic position of Inner-Party Supervision in the"Comprehensive Strict Administration of the Party".However,in the long-term practice,there are still many problems and shortcomings in Inner-Party Supervision.Taking J City as an example,this paper combs the concrete practice of inner-party supervision since the 18th CPC National Congress,analyzes the problems existing in inner-party supervision,and puts forward some countermeasures and suggestions for strengthening inner-party supervision,in order to study the Inner-Party Supervision in the new situation of "Comprehensive strict administration of the Party".This paper first introduces the research background,research significance,research ideas and methods,and combs and analyses domestic and foreign research results.Then,the concept,principles and characteristics,functions and significance of inner-party are defined in general sense,and it elaborates the historical origin of inner-party supervision thought.On the basis of this,three aspects of the research are focused:First,it systematically combs the practical exploration and effects of the Inner-Party Supervision in J City since the 18th CPC National Congress,including four major measures:Straightening out the supervision system,innovating the way of supervision,optimizing the supervision strategy and deepening the treatment of both symptoms and root causes.The second is to analyze and point out the problems existing in the current Inner-Party Supervision,that is:The main responsibility of the party committee is not strict;the supervision responsibility of the discipline Inspection Commission is not in place;the Inner-Party Supervision means are not fully used;and the mechanism of the Inner-Party Supervision system needs to be improved.Third,it puts forward the concrete countermeasures and suggestions to strengthen the Inner-Party Supervision under the new situation of Comprehensive Strict Administration of the Party:To give full play to the main role of the Party Committee;to give better play to the advantages of the Discipline Committee;to make good use of innovation weapons for Inner-Party Supervision;to optimize the mechanism of Inner-Party Supervision;to create a good atmosphere for the Inner-Party Supervision.
