Research On The Path Of Governing The Party By System Under The Perspective Of Strict Administration

The decision of the Central Committee of the Communist Party of China on adhering to and improving the socialist system with Chinese characteristics and modernizing the country's governance system and capacity for governance,adopted at the Fourth Plenary Session of the 19 th Central Committee,having clearly pointed out that the system of exercising strict governance over the party in an all-round way is an important part of the party's leadership system and has been incorporated into the system of socialism with Chinese characteristics and the system of state governance,it profoundly reveals the inexorable trend and requirement of the comprehensive and strict governance of the party to its further development.The system governing the Party since the beginning of the new era is an important content and fundamental method of exercising strict governance over the party in an all-round way,and an important way to realize the modernization of state governance,the CPC Central Committee with Comrade Xi Jinping as its core has summed up its experience of managing the party with strong political responsibility in its long-term practice,which is bound to bear the mark of a new era and be constantly promoted and improved.The proposal of system ruling the Party is the necessity of the Times,the inheritance and development of the theory of the system construction of the Marxism–Leninism,and the experience summary of the system construction of the Communist Party of China,it was put forward to meet the new changes of the social conditions,the national conditions,the party conditions and the new requirements of strict governance of the party.To implement and promote the system of party governance,to institutionalize the system throughout all areas of Party building,to enrich the Sinicized Marxist Party building thought,to raise the Party building theory to a higher level,and to promote the building of a clean and honest party,it has optimized the inner-party political ecology,constructed the highly institutionalized ruling party,promoted the political party modernization development,ensured the country governance to carry on orderly,advanced the country governance modernization process,has the rich theory value and the practical significance.In the course of pushing forward the strict governance of the party in an all-round way,remarkable achievements have been made in party governance by the system.However,there are still some problems in the party management,such as the imperfect system of internal laws and regulations,the weak consciousness of the system,the insufficient execution and supervision of the system,and the poor resultant effect of education and the system.In the light of these problems,and in light of the concrete realities within the party,and guided unswervingly by Xi Jinping's thought on socialism with Chinese characteristics for a new era,this paper puts forward four ways to advance the institutional governance of the party: complementing the weak points of the system with the spirit of reform and innovation,we should improve the system of laws and regulations within the party,strengthen system consciousness and cultivate system culture,strengthen system execution and give full play to the binding force of supervision,and insist on the close combination of Ideological Party building and system administration,both of which exert their force simultaneously.
