An Study On The Administrative Center Relocation

Currently,the relocation of administrative center is a common phenomenon in China.This paper will summarize some common reasons of the removal of administrative center,which mainly aim for relieving the pressure of the old town,providing better service of administration,improving the efficiency of resource consumption,renewing various functions of city and pushing forward the balanced development of different regions.This paper made a data analysis of the economic development during 12 years(from 2003 to 2015)between Gejiu City and Mengzi City after the Honghe Prefecture Administrative Center relocated from Gejiu City to Mengzi City.At the same time,the survey found that the migration of the administrative center would cause the agglomeration effect in the immigrant area,which led to the social and economic development in the new region.However,the major difference of two places after the removal of the administrative center lied in the aspect of population.Based on related literature documents and cases,the author found that the removal of administrative center would not lead to the reduction in total population of the area of origin which was developing in fast pace.The reason can be obvious.During the period of rapid development,the process of urbanization is constantly accelerating,and the spare room due to the immigration will soon be replenished by the new residents from other areas.In the last part,according to the case of relocation of Honghe Prefecture Adminstrative Center and relevant theoretical research,the paper's author would like to put forward some proposals about the topic of administrative center relocation and developmental measures of the new region.The first point is to scheme the strategic layout with a scientific orientation.The second point is to estimate the risk reasonably on the basis of actual self-development.The third point is to raise money from multiple channels but avoid financial dependence on land.The fourth point is to take population growth as the driving force of accelerating city development.The fifth point is to promote scientific development with the guidance of government.The sixth one is to optimize the city ' s pattern through the industrial agglomeration tendency.The seventh point is to focus on the city quality and enhance the regional vitality.The eighth point is to adhere to the people-oriented principle and serve the people for the purpose.The ninth point is to achieve sustainable development based on the protection of ecological environment.The paper can serve as a guide on how government can avoid the negative impact and expand the positives factors during the relocation progress of administrative center.And the case of relocation of Honghe Prefecture Administrative Center can also provide some references for further relevant researches.
