Since the reform and opening up,Chinese trade union has been carrying out in-depth relief and assistance work to help staffs in difficulty.After more than 40 years of development,they have gradually expanded various forms of assistance covering life,employment,school admissions,medical care,and legal aid,such as the “the Warmth Project”,the relief and assistance centers for the needy employees,the “autumn scholarship”,employment promotion,mutual aid of employees,and medical care.And it gradually shifted to a normal,institutional,and precise orientation,and has become an integral part of a multilevel social assistance system with Chinese characteristics.However,at present,there are still many problems and deficiencies in the work of trade unions in our country,which has affected the further development of the effectiveness of trade unions in relief and assistance.This paper focuses on the study of the Chinese trade unions' relief and assistance work since the reform and opening up,and puts forward countermeasures and suggestions on the deficiencies and problems of the current trade unions' support work.The first chapter expounds the background and research significance of the topic,research status,research methods,and the framework and innovation of this paper.The second chapter first conceptually defines the meaning of trade unions,relief and assistance work and employees in difficulties.Secondly,it explains the background of trade unions' relief and assistance work from the aspects of the need for help from difficult employees and the imperfect social security system.Thirdly it analyzes the basis for trade unions to carry out support work from two aspects of law and policy.And then,it explains the significance of trade unions' relief and assistance work since it served as a necessary channel to closely contact with the employees,an important measure to safeguard the unity of the workforce and social stability,and an effective way to achieve social fairness and justice.Lastly,it divides the development process of Chinese trade unions' support work after the establishment of New China into five phases.The third chapter is about the theoretical basis of the Chinese trade unions' relief and assistance work,which are discussed respectively from the related theories of classical Marxism and Marxism with Chinese characteristics.The fourth chapter summarizes the achievements made by China's trade unions in their relief and assistance work since the reform and opening up through the analysis of its current work contents,and puts forward four problems and deficiencies,respectively weak source participation,imperfect support network system,lack of funds to support and lack of effectiveness in support work.The fifth chapter points out four causes of the problems and deficiencies mentioned above based on the research and analysis of related data and materials,respectively the unclear legal status of trade unions' support work,the weak grassroots trade union forces,lack of impetus to raise funds and inflexible form of unions' support work.Lastly,in light of the party's policies in the new era and the actual situation of China's current trade unions' support work,it proposes four corresponding suggestions.And that is to strengthen the source participation,strengthen the self-building of its organizations,improve the fund-raising mechanism for assistance,and improve the content of trade unions' assistance.
