The Research In Government Supervision On Information Hiding In Patent Licenses Of Social Organization Standards In High-technology Industries

At present,the competitiveness of the standards has become a key factor in the overall strength of each country.Formulating a social organization standards with strong competitiveness can promote Chinese scientific and technological innovation and upgrade Chinese economic level.However,in the implementation of social organization standards of high-tech industry,there may be a phenomenon in which the patentee conceals patent information from the licensee.According to the characteristics and elements of social organization standards of high-tech industry,the analysis of organizational self-management deficiencies,combined with the drawbacks of patent information hiding will weaken the social organization standards functions and trigger market failure,put forward the ne ed for social organization standards of high-tech industry patent licensing information hidden government supervision.Use case study method and literature review method,from the perspective of government supervision,we analyze the status quo of the Chinese government's supervision over the concealment of group standard patent license information,clarify the problems existing in our country's government supervision,and study the USA concealed patent value information for the 6C Alliance,the invalid license for the 3C Alliance License,and the MPEG-2 Alliance.The government supervision measures for the sale of non-essential patents compares the similarities and differences between the Chinese and US A governments and proposes measures to improve the government supervision in China,so as to pr omote the optimization and upgrading of Chinese high-tech industries,improve Chinese standard competitiveness,promote economic development,and enhance Chinese national governance capabilities.Moreover,supplementing Chinese theoretical research on the hidden government oversight of standard patent licensing informat ion of high-tech industry social organization standards provides theoretical guidance for the development of government guidance and fostering social organization standards in China.
