The minimum living security system belongs to the category of public policy.It is a tool for the government to provide security for the basic lives of members of society.Public policy is essentially the distribution of benefits.However,as a special policy for redistribution of resources,the goal of ensuring people's bottom line life safety must include the norms of value rationality.The minimum living guarantee is more of an ethical issue,concentrating on the value pursuit of justice rather than merely being regarded as simple tools and methods,as the responsibility that the state and the government must assume,and this is also the overall institutional justice of the state as an ethical subject.The value reflects.Therefore,the minimum living security system must put value rationality above the instrumental rationality in policy formulation,implementation,and evaluation.The administrative value not only solves the problem of the overall development of the urban-rural minimum living security system,but more importantly,it can ensure that the entire development of the ship does not deviate from the course,and injects the “public spirit” into every step of the implementation of integrated development.Henan Province formally established the minimum living security system for urban residents and rural residents in the local area in 2002 and 2006 respectively.Since the establishment of the system,there has also been a problem of urban-rural differences in the universality of China's minimum living security system.As a province with a large population and a large agricultural province,Henan Province has a relatively prominent problem of a large number of impoverished people.The solution to the contradictions in urban and rural development is also more important.The adverse effects caused by poverty and uneven development have already become a stumbling block to the “integrated development of urban and rural areas” and seriously hinder the construction of the Central Plains Economic Zone.Looking at the current status of the minimum living security system in Henan Province,the issue of urban-rural differences needs to be resolved.According to the theory of fairness and justice,the development history of urban and rural minimum living security system in Henan Province is examined in the perspective of administrative value,and the status quo of the number of beneficiaries,coverage rates,security standards,and replacement rates of the minimum living security system in urban and rural areas in Henan Province is compared with a large amount of the latest data.Analysts believe that the current development of the minimum living guarantee is not adequate and unbalanced.There are institutional obstacles to the unbalanced design of the urban and rural minimum living security system,economic obstacles to unbalanced urban and rural development,impediments to the management system with inadequate management systems,and ideas on the concept of rural rights.Obstacles to ideas,expression barriers to the expression of interest,and technical barriers to the difficulty of coordinating urban and rural development.Then,on the basis of absorbing other provinces' excellent experiences,we finally proposed to break through these obstacles to the overall planning of urban and rural minimum living security system,implement the “fair” minimum living guarantee system,and promote the specific path of urban and rural overall development of the minimum living guarantee in Henan Province: Balanced urban-rural development of the minimum living guarantee system;Perfecting the minimum living guarantee system for the overall development of urban and rural management system;Transforming the right to support the concept of smooth flow of interest in rural areas;"Urbanization" and "counter-urbanization" should complement each other;Strengthen the integration of the internal structure of urban and rural minimum living security system.
