The Dependence,Inducement And Countermeasure Of Minimum Living Security

China established Minimum Living Security System in the 1990s.After twenty years of development,it has became an irreplaceable basic system in Social Assistance.The slogan of "Everyone needs guarantee should all be guaranteed" was put forward in 2009,the number of objects increased nearly doubled,then "Anyone not conforms to the qualifications should exit" was proposed after 2012,but the actual effect was poor.At present,the problem of low employment rate and low exit rate and rarely return to society become increasingly prominent,which appears in the objects of Subsistence Allowances.In fact,different from other western countries,China has not entered the high level of welfare stage yet,neither got welfare dependency ills nor bred dependency culture.The current situation of "Subsistence Allowances Dependency" is derived by the low cost expansion of Minimum Living Security System.Therefore,this dependence not refers to any single aspect but the system itself and attached welfare.This paper based on the raw data and classic case of one district in Tianjin,expounds and proves the status of dependency by the way of quantitative statistics and qualitative analysis.We can conclude that Subsistence Allowances Dependency is objective existence,through the compare of judgments basis at home and abroad,including labor ability,length of rescue,assistance payments,substitution rate and salvage type etc.The concept and the orientation of social assistance,in addition,the system design of payment method and welfare bundled,can all lead the objects to the dependency in order to solve their problems.Considering the experience of overseas and the realistic national conditions,this paper proposes four aspects countermeasures,divergently using strategic new ideas and reform goals.They are the supply reform concept to promote employment,the negative income taxation to increase income,the accurate strategy to decompose welfare,the low-income system platform to realize dynamic management respectively.Those can effectively resolve the problem of Subsistence Allowances Dependency,also ensure sustainable and healthy development of Social Assistance of China.
