Research On The Performance Of The Deputies To County Y's People's Congress

In recent years,with the rapid development of our economy and society,the basic political system of the people's Congress system has also been greatly developed and improved.People's enthusiasm for political participation and the consciousness of democracy and the rule of law are constantly increasing.People's congress as the main body of the people's congress,on behalf of the people exercise their right of autonomy,in promoting the national management system and management ability has become an increasingly important role in the process of the modernization.While affirming the role of the NPC member and the great achievements made in the construction of the people's Congress system,it is no doubt that there are still many problems in the process of performing the duties of the deputies at all levels,especially the county and township level NPC deputies.This paper takes the representative of the People's Congress in Y county to perform their duties as a case study,based on absorbing the achievements of the research on the performance of the representatives of the county people's Congress in the academic circle,deeply discusses the nature,status and role of County National People's Congress of China,The process of the county people's Congress,the content of performance and the protection and supervision are systematically studied.The present problems in the performance of the representative of the county people's Congress are deeply analyzed.The thesis analyzes the specific problems of deputies' performance,such as low enthusiasm,poor deliberative effect,poor channels of knowing politics,Poor quality of activity during the inter session,and Poor handling effect of Representatives' proposals.The origin of the problem is analyzed from two aspects of its own and objective factors.Then it puts forward the ways and measures to perfect the deputies' performance,from the aspects of optimizing the performance environment of NPC deputies,improving the overall quality of the NPC deputies,strengthening the service guarantee of NPC deputies,and improving the supervision and incentive mechanism of NPC delegates,that we will solve various obstacles in the process of performing duties,so as to effectively improve the performance of the representative of the county people's Congress,to promote the people's Congress system play a more active role in the construction of grass-roots democracy.
