Research On The Problems And Countermeasures In The Performance Of Duties Of County-level People's Congress Representatives

The people’s congress system is China’s fundamental political system.The performance of deputies to people’s congresses at the county level has a direct impact on the building of democracy at the grassroots level,the effective conduct of social affairs at the grassroots level,and the effective practice of the people’s congress system at the grassroots level.Through the research on the performance of deputies to the people’s congress of district D from 2016 to 2018,it is found that deputies to people’s congresses at the county level are not active in performing their duties,their performance level is not high,and the exercise of deputies’ rights is not sufficient.The main reasons for these problems lie in the inadequate ability and quality of representatives,the inadequate guarantee for the performance of representatives’ duties,the imperfect supervision mechanism for their performance and poor performance environment.In view of these problems and causes,it can be improved from 4 aspects: First,we should strengthen the education and training for deputies,establish and improve the system for training deputies,make scientific and rational arrangements for the training,and create new training methods.Second,we should improve the guarantee for deputies at the county level to perform their duties,including judicial guarantee,time guarantee,material guarantee and organizational guarantee.Third,we should strengthen supervision over the performance of deputies;establish an assessment system for their performance,and an evaluation system for their performance by voters,perfect performance incentives and exit mechanisms.Fourth,we should improve the environment for deputies to perform their duties,strengthen publicity,establish a mechanism for deputies to know more about government affairs,and improve the handling of deputies’ motions and suggestions.
