The Influence Of The Province-managingcounty Reforms On The Supply Of Public Goods In The County

In recent years,the province-managing-county(PMC)reforms has become important content of administrative system reformed in our country.The 18 th National Congress of the Communist Party of China(CPC)put forward,"optimize administrative levels and administrative divisions,and explore the reform of counties(cities)directly managed by provinces where conditions permit".The province-managing-county(PMC)reforms has positive significance in straightening out the financial relationship between local governments,expanding the authority of county government and promoting equal competition between cities and counties,but its influence on the supply of local public goods has mixed reaction.Based on it,this paper focuses on the impact of the province-managing-county(PMC)reforms on the supply of public goods in the county,in order to provide a useful supplement for the existing research.First of all,this paper reviews the theory of public goods and fiscal decentralization,and makes clear the rationality of the existence of local government,which provides local public goods that meet the preferences and needs of local residents.Next,the historical changes from the city-managing-county(CMC)to the province-managing-county(PMC)are analyzed theoretically and logically.First,the city-managing-county(CMC)can be divided into five periods,occasional period,cultivation period,low period,prosperity period and loose period;Second,it is found that there are some problems in the system of the city-managingcounty(CMC),such as the lack of constitutional legal support,the exacerbation of financial difficulties at the county level,the serious phenomenon of urban vanity and the high cost of administration and management.Then,the necessity and feasibility of "county" reform were discussed in terms of "administrative dilemma","economic dilemma" and "management dilemma" facing the local governments,and the political support,economic support and social support that can be obtained in the province-managing-county(PMC)reforms,the paper covers the following aspects: the province-managing-county(PMC)reforms.Thirdly,according to the concrete practice of Anhui Province,the empirical analysis is carried out.The reform in Anhui Province is divided into two stages,the first stage of the reform of enhancing county power and the second one is " overall direct management" reform.This article selects the Anhui economic development data from 2004 to 2015 to carry out the empirical analysis and finds that,first,after the reform of enhancing county power ",county government appears to attach importance to the supply of social constructive and administrative public goods at the county level,but neglect the unhealthy tendency of the supply of public goods for the livelihood of the people at the county level;second,the imbalance between the supply of the county-level cities and the county with a higher economic level results in the imbalance of the pattern of public goods supply in the county is even more serious.Population also regulates the supply of some public goods,but the geographical distance between the city and county does not exist adjustment effect;third,"overall direct management" reform plays a certain role in alleviating the imbalance of the supply of public goods in the county,but its effect is limited.Finally,this paper thinks that clearly defining the responsibility of government,standardizing the transfer payment system of local government,strengthening the publicity of local government in our country and expanding the participation of the public in governance may be the effective direction of policy reform.
