| With the progress of the times,and especially the continuous improvement of the legal system,the contemporary electoral system has become an important part of the political system of various countries and regions,and it is also an inevitable trend of the development and progress of the entire human democratic politics.Moreover,whether a country or region's electoral system is sound and complete or whether it considers its level of democratic politics is clearly the key for countries and regions to attach great importance to the perfection of the electoral system legislation,crack down on severely,and curb all kinds of anomie in the electoral process.After the birth of New China,China quickly established and implemented the first “Electoral Law” in 1953.After 60 years of continuous development and improvement,China's National People's Congress election system has shown it in the national democratic political system.Strong vitality.However,it should also be noted that the people of our country have noticeably increased their awareness of democracy and law,and they have displayed distinctive features of diversification.This has undoubtedly raised higher and newer requirements for the election system of the National People's Congress in China.However,on the one hand,there are still many gray areas in the election of the people's congresses in China,such as relatively confusing election procedures,and the optimization of the constituencies has yet to be optimized,especially the lack of supervision and restraint mechanisms in the electoral process,the lack of competition in elections,and the election organization.The lack of professionalism and other issues of the organization provide opportunities for bribery.On the other hand,the poor political environment in some areas provides external conditions for the groups that have the incentive to vote.Although the people's democratic awareness is continuously improving,it still does not depart from the traditional culture of “obliterate officials” and unspoken rules.In recent years,a large number of “bribery elections” have broken out in succession,which has brought extremely bad influence on China's democratic political system and social stability.Therefore,perfecting the electoral system and resolving the issue of bribery elections are already one of the most pressing issues in the process of China's recommendation for the modernization of socialist democracy,and it is an important part of China's construction of a socialist society with Chinese characteristics.From the perspective of historical institutionalism,this paper uses historical institutionalism to analyze the dialectical relationship between the paradigm of institutional and political ecology and concepts,and to use historical analysis methods,case analysis methods,and comparative analysis methods,while referring to relevant domestic and foreign literature data,from 20 From the end of the century to the present,during the historical evolution of the bribery vote,the characteristics and trends of bribery voting in China have been summarized.For example,in recent years,the level and means of bribery election in China have been continuously decreasing and decreasing,but the influence of bribery case selection has been continuously expanded and improved.Afterwards,with the case of the "Hengyang bribery case" and the "Liaoning case of bribery",the author analyzed the problems in China's electoral system,political ecology,and concepts,discovered the internal and external causes of "elective bribery," and borrowed from China's Hong Kong,Macao and Taiwan regions and abroad for punishment and bribery.In order to effectively control the problems existing in the indirect elections of people's deputies to the people's congresses in China,we will strive to improve the system of people's congresses in our country and effectively advance the progress of political civilization in the three dimensions of electoral systems,political ecology,and moral values. |
