Research On The Reform Of ZZMSA Management Mode From The Perspective Of Government Function Transformation

The local maritime agency is an important part of the national maritime administration department,which is the main law enforcement force to ensure the safety of water traffic in the inland areas and protect the clean water.While performing the supervisory function of water traffic safety in accordance with the law,ZZMSA is also responsible for the management of port and navigation,water emergency search and rescue and ship inspection in the area.It is a typical institution to undertake administrative functions.The function setting determines the management mode.Therefore,ZZMSA management model is the same and different from its local maritime agency,with complexity and particularity.Under the background of the reform of the party and state institutions and the reform of public institutions,the study of the ZZMSA management model reform is not only a need for improvement of work and management,but also a requirement for the state's reform situation and tasks.Therefore,the article takes "the reform of ZZMSA management mode" as the research topic,and discusses the task and practice path of the reform through The government function transformation theory,using Project Design as a Research Method.Based on the research data of ZZMSA and the accumulation of work practice,this article analyzes the problems and causes of ZZMSA management mode.The task of the reform of ZZMSA management mode is studied in combination with the transformation of "power streamlining,power optimization and power sharing",and the feasibility of the reform of ZZMSA management mode is analyzed and demonstrated.Then,the reform of maritime institutions in three pilot areas of Songyuan,Yueyang and Shangqiu is analyzed.Guided by The government function transformation theory,combined with the guidance of the state's guidance on the reform of administrative institutions and the actual situation of Zhengzhou,three ZZMSA management mode reform programs are designed.The program is preferred by the method of comparative analysis of the advantages and disadvantages of the scheme and the method of questionnaire data support.Finally,according to the mechanism for realizing the transformation of government functions,the four suggestions are put forward for the reform practice of ZZMSA management mode,including "transforming the concept of maritime supervision and management,standardizing functions and institutional setting,innovating market participation and governance mode,and perfecting comprehensive supervision and evaluation mechanism".
