| With the improvement of China’s economic marketization,the contradiction between the growing demand for public goods and public services and the limited supply capacity of the government has become increasingly prominent.Citizens’ demand for the development of urban infrastructure is getting higher and higher,but the government’s existing finance cannot meet the requirements of infrastructure development.The government and social capital cooperation mode which named PPP mode has broken the financial dilemma of the government,improved the efficiency of public goods and services,and is also a system reform to promote the country’s governance capacity.It is of great significance to promote the transformation of government functions.As a participant in public-private cooperation,the government is both a decision maker and a participant in PPP mode.The problems in the development of PPP mode are closely related to the positioning of government functions.The reasonable positioning of the government plays an important role in promoting the development of PPP mode.At the same time,PPP mode also promotes the transformation of government functions,promotes the exertion of government functions in the field of basic public goods and services,and guides the government to supervise and plan the development of public services better.The first phase of Shenzhen Metro Line 4 is invested,constructed and operated by the Shenzhen municipal government.The Shenzhen municipal government subsidizes certain operating costs of Line 4 every year.At that time,the operating lines of Shenzhen Metro were in a state of deficit.However,Hong Kong MTR Corporation is a rare for-profit metro company.The Shenzhen municipal government introduced Hong Kong MTR Corporation in2005 in combination with the development of Shenzhen and the needs of rail transit construction.The second phase of Shenzhen Metro Line 4 is wholly invested,constructed and operated by Hong Kong MTR(Shenzhen)Corporation,and the operation power of the first phase of Shenzhen Metro Line 4 is also transferred to Hong Kong MTR Corporation.That is,Shenzhen Metro Line 4 has adopted PPP mode for financing construction and operation.After adopting this mode of operation,Shenzhen Metro Line 4 project has changed from deficit to surplus,which is a rare profitable metro project in early rail transit projects.The profit of Shenzhen Metro Line 4 project has an inextricable relationship with the transformation of government functions in Shenzhen Metro Line 4 PPP project.This paper studies the content and effect of the transformation of government functions in Shenzhen Metro Line 4 project under PPP mode,and puts forward suggestions and countermeasures for further transformation of government functions to bring reference significance to other rail transit projects. |
