Currently,work related to letters and visits from the people as a difficult problem in government work,China earlier established a research system of letters and visits,there are also plenty of studies on the difficulties and solutions of letters and visits.However,with the diversification of social contradictions and the enhancement of citizen's democratic awareness,the issue of letters and visits has also become more and more complicated and requires professional measures to intervene and mediate.This article tries to analyze the vicious consequences caused by the defects of the mediation mechanism within the existing letters and visits system and analyze the dilemma and the factors behind the governance in the mediation work(the scope of this paper is mainly for municipal government).Through the summary and analysis of third-party power practice introduced by the domestic and foreign grievance redress and public opinion expression system,draw lessons from its advanced experience.At the same time,through a typical case analysis method,this paper compares the typical cases of introducing third party forces in the mediation work of letters and petitions in five regions and a field survey in a prefecture level city over the past two years,including the comparison of the main body,the methods of intervention and the operation results of the third party forces introduced The current petition mediation mechanism to introduce the effectiveness of third-party power and existing obstacles and problems,trying to propose effective advice and path from the macro-policy level and micro-operation level.
