Remarkable signs of modern society from a traditional society to the modern citizen,to safeguard their rights,more eager to express their own interests,but the political system itself for the interests of the citizens to express their demands more attention and further relax or create a channel for interest expression and political participation for citizens to choose.The petition system,as the expression system of citizen interest with Chinese characteristics,has its historical origin and practical basis.It also plays a positive role in strengthening the close communication between the party and the government and the masses and solving the interests demands of the masses.At present,our country is entering a critical period of development,reform and crucial period of prominent contradictions,the number of letters in the processing difficulty of grow with each passing day,reflects the overall work of the party and government at all levels is not coordinated,the lack of systematic and lag,the citizen petition more violent and non rational,non normal.Become an important factor affecting social stability,and the online petition "virtual"features can reduce the petitioner and the party and the government in direct conflict to a certain extent the opportunity.From the current research results about the online petition,investigated by the view of interests expression is rare,so this paper aims at a comprehensive analysis of the online petition by the relevant theories of political science,mainly from three aspects:first,the online petition,why it is under what conditions.Mainly explained from the historical and cultural conditions,the political behavior of the system,the interests of the citizens expression changes etc..Secondly,it uses the political system theory to point out the common problems and shortcomings in the process of the operation of the online letter and visit from two aspects of theory and practice.Finally,the online petition this non violent interest expression channels after the establishment and promotion of how to make it more authoritative and efficient,so as to enhance the citizen's political trust,and attract people's attention,the use of online petitions reasonable conscious expression of interest,mainly from strengthening the self construction of network on the petition and broaden the channels of interest expression to strengthen the scientific decision-making ability.Therefore,this study runs through a "main line" is:how to realize the party and the government and between the masses "win-win",to avoid the parties to take a "zero sum game" and "a life-and-death struggle" way to solve the problem of interests.
